Seems that when a duplicate file is uploaded it'll change the file already uploaded to credit the new uploader

This is indeed true, hmm. It's based on the hash of the file which is a checksum and size. I will look into having potentially multiple listings for the same file, though the coming wikification of the site may make this irrelevant. I intend to have uploads going directly into the content folders, and when I review them they then show up for everyone.
